This is Lambdadelta from Umineko no Naku Koro Ni, she's known as the Witch of Certainty and until recently was considered the most powerful witch in the universe. She's very...bubbly and hyperactive, acts like a 'dumb blonde', as well as morbid and gets her jollies out of cruelty. On the other hand, she mostly does it all just because it's fun, she's far more intelligent and mature than she acts. Getting bored will kill her or cast her back into a personal hell of terror and insanity she already escaped, so, it's for tactical purposes. Also she's a decora lolita and eats candy 24/7, yep.
