Would AU Ryoji be able to pull shadows out of people and thus render them Apathy Syndrome'd during this event? (Obviously subject to the other player's approval)

I know in my app you guys said this would just be something for approved player plots, but since he has access to the full gamut of his abilities while he is a quasi retrieval unit, I was wondering if that was included...
