I know Quark would have the most problems going after Sealand and Zelda, since he's actually interacted with them before (especially Sealand).
He doesn't really know any of the other prey, however, and he is kind of motivated. Itty bitty or not, he isn't exactly beyond trying to lower others into a false sense of security then trying to strike when their backs are turned.
