Bitty meeting!
Since costumes and candy collecting and notes mean Bad Things for those who know anything about the tower Ken is going to call an emergency meeting of the bitties. Since the network is all messed up Romeo is going to go to every single floor and round up everyone for the meeting!
A bitty, in terms of the bitty brigade is anyone in the tower who is fourteen or under, Romeo will approach anyone who looks to be or he knows is of the correct age and tell them to go to room 5-13 for the meeting, even if he doesn't know them yet! Because friendship and working together.
So if you have a character young enough who would go or be talked into going by Romeo the post is here.
